Community Access Pass
Introduction
The Access Pass is a program developed for the City of Morgantown to help provide transportation to those most in need in our community including the unsheltered population, those needing food, help with addiction, family services, healthcare, employment opportunities etc. This program will provide information and transportation specifically for social services in the Morgantown and Monongalia County areas. The pass is a single ride pass allowing a rider to get to a social service agency anywhere within the local public transportation system. The purpose is to provide a targeted program for those who need it most and to do so in a fiscally conservative manner.
How it Works
The City may determine how many passes they would like to purchase each month or year, and they will determine how they will be distributed. Mountain Line will provide said passes and provide marketing support for disseminating the program. The City will ensure that the intended use of the pass is solely for providing transportation to or from social service agencies and will receive passes at a discounted rate of $0.67 per pass.
Ex: $5,000/.67 = 7,463 passes
This City may determine how the passes may be distributed but here is a list of potential outlets who will be able to reach those in need. To keep the program from growing out of the budget scope the City may decide that social service agencies can purchase their own passes directly, the goal of this program is to get them there.

Ineligible Parties
Any persons or organizations whose intent is not solely to provide transportation to a social service agency.
Ineligible Services
Bus Passes issued through this program will not be valid on non-regular, local route services such as the Intercity Grey Line bus service or the New Fit supplemental transit service.
